Job description:
Applications are invited for 1 Post-Doctoral Research Grant under the project "Smart Cities and Law, E.Governance and Rights: Contributing to the definition and implementation of a Global Strategy for Smart Cities", with reference no. NORTE-01-0145-FEDER-000063, co-funded by the European Regional Development Fund (ERDF), under the NORTE-45-2020-75 call ? Strengthening Research, Technological Development and Innovation ? ?Structured R&D&I Projects? ? Horizon Europe, within the framework of the Norte?s Regional Operational Programme (Norte 2020), of Portugal 2020, subject to the following conditions: Research field: Public Law Requirements for admission: Applicants should have a PhD in Public Law, and meet the following requirements: ? Doctoral degree completed no more than 3 years prior to the application deadline; ? The research work that led to the awarding of the doctoral degree must not have been carried out at the host institution (Research Centre for Justice and Governance ? JusGov)* ? With the grant contract and possible renewals, applicants must not exceed an accumulated period (consecutive or interpolated) of three years of this type of grant. * Certificates or diplomas, as well as their official recognition in Portugal for those issued by foreign higher education institutions, can be waived in the application phase, subject to a Declaration of Honour signed by the applicant. Originals will only be verified during the grant contracting stage. This declaration must refer to facts that occurred prior to the application deadline. If the information on the declaration differs from the documentation submitted at the grant contracting stage only the latter will be considered. Should the certificates and diplomas submitted, as well as their recognition under Decree-Law no. 66/2018, of 16 August, not confirm the classification attributed in the curricular assessment, and lead to changes in the final ranking, the grant shall not be contracted. ** The concept of ?host institution? does not include other R&D Units based at the same Organic Unit (UOEI) of UMinho, per Article 7 (4) and (5) of the FCT Regulation for Studentships and Fellowships ? in force. Eligibility of applicants: Applicants must meet the eligibility criteria set out in Article 9 of the FCT Regulation for Studentships and Fellowships (2019). Work plan: Researcher will be: i) collaborating in the design of the empirical study to be conducted at seven target municipalities; and ii) writing of journal articles on ?circular economy of data, ethics, privacy and security? and ?National Open Administration Network and Local Open Administration Action Plans?. Applicable legislation and regulations: University of Minho Regulation for Studentships and Fellowships, approved by Order no. 6524/2020, of 22 June; Research Fellowship Holder Statute, approved by Law no. 40/2004, of 18 August, in its current wording published by Decree-Law no. 123/2019, of 28 August; FCT Regulation for Studentships and Fellowships ? in force. Work place: The work will be developed at the Research Centre for Justice and Governance (JusGov), at the Law School of the University of Minho, under the scientific supervision of Professor Isabel Celeste Monteiro Fonseca. Duration of the grant: The grant?s duration is 12 months, possibly renewed until the end of the project. The grant is expected to start in July 2021. Monthly maintenance stipend: ?1646 (tax free), according to the table of values for scholarships and fellowships directly awarded by FCT, I.P (Annex I - Table of monthly maintenance stipends of the FCT Regulation for Studentships and Fellowships). Other benefits: JusGov will provide insurance covering personal accidents and will take on the costs required for the voluntary social insurance in the conditions laid down in the Research Fellowship Holder Statute. Members of the Jury: Chairman: Isabel Celeste Monteiro Fonseca, Associate Professor at the Law School of the University of Minho; Effective members: Anabela Susana de Sousa Gonçalves, Associate Professor at the Law School of the University of Minho, Alessandra Aparecida Souza da Silveira, Associate Professor at the Law School of the University of Minho; Substitute members: Francisco António Carneiro Pacheco de Andrade, Assistant Professor at the Law School of the University of Minho and Joana Rita de Sousa Covelo de Abreu, Assistant Professor at the Law School of the University of Minho. Should the chairman be unable to attend, he/she shall be replaced by the first effective member, and the substitute member shall be appointed to replace the effective member. Selection criteria: The selection methods to be used are the following and will be expressed in a numerical scale of 0 to 20 points. The Applicant?s Merit (MC) will be assessed through the following methods: curricular assessment (75%) and interview (25%). After the first phase of curricular assessment, only the top three applicants will be selected for interview. Curricular assessment: a. Academic qualifications, with a weighting of 30% b. Scientific production and participation in research projects, with a weighting of 30% c. Motivation, with a weighting of 15%. Interview: d. Research experience especially in the scientific area of the project, with a weighting of 15% e. Attitude and motivation, with a weighting of 5% f. Communication skills in Portuguese and English, with a weighting of 5% The final classification is obtained by the following formula: MC=(a0,3)+(b0,3)+(c0,15)+(d0,15)+(e0,05)+(f0,05) Notification of results: Within 90 working days, from the deadline for submission of applications, the ordered list, justified in the minutes of the jury meeting, will be communicated to the applicants, by email. In case they are not selected for a grant contract, the applicants have ten working days to express their views, if they so wish, as part of the preliminary hearing of the interested parties, pursuant to Articles 121 and 122 of the Portuguese Code of Administrative Procedure (DL nº 4/2015, of 7 January). Complaint and appeal procedures: The results will be communicated by an ordered list posted at the entrance of the University of Minho?s Law School. Furthermore, all applicants will be notified by e-mail, with the minutes of the jury?s deliberations. Selected applicants must express their intention to accept the grant in writing. In case of non-acceptance, the grant will be awarded to the next applicant in the final ranking. Applicants may lodge a complaint against the final decision, within 15 working days, to the Chairman of the Jury. Applicants may also submit an optional hierarchical appeal, addressed to the Pro-Rector for R&D, Professor Filipe Vaz. Application deadline and required documents: Applications are invited from the 1st until the 21st of June 2021 and shall be sent by email to [email protected], indicating under subject the reference of this call. Required documents: application letter, curriculum vitae, copy of the degree certificates or Declaration of Honour (if applicable), motivation letter, one letter of recommendation and any other documents that the applicant considers relevant for the assessment of his/her scientific and professional trajectory.
