International selection tender procedure for the hiring of a Doctorate through the Programmatic Funding of the R&D Unit, Madeira Chemistry Research Centre (Centro de Química da Madeira (CQM)) (UIDP/00674/2020), Reference: CQM-21-02-DOC(FP), pursuant to Decree-Law No. 57/2016, of August 29, amended by Law No. 57/2017, of July 19.


1 ? By Order No. 24/R/2021 of April 30, the Rector of the University of Madeira, Professor José Sílvio Moreira Fernandes, deliberated the opening of an international selection tender for a doctorate position, pursuant to article 6 of Decree-Law No. 57/2016, of August 29, amended by Law No. 57/2017, of July 19, for a period of 10 (ten) working days, counted the day immediately following the date on which this notice is published, through the Programmatic Funding of the R&D Unit, Madeira Chemistry Research Centre (CQM) (UIDP/00674/2020), under a fixed-term employment contract, for a three-year period, to carry out research activities at the Madeira Chemistry Research Centre, University of Madeira, namely in the field of Nanomaterials and/or Natural Products for biomedical applications.

2 ? Applicable Legislation: Decree-Law No. 57/2016, of August 29, amended by Law No. 57/2017 of July 19, which approved the Doctorate hiring regime, intended to stimulate Scientific and Technological employment in all fields of knowledge (RJEC); Labour Code (Lei Geral do Trabalho em Funções Públicas (LTFP)), approved in annex to Law No. 35/2014, of June 20, in its current wording.

3 ? Pursuant to article 16 of Decree-Law No. 57/2016, of August 29, amended by Law No. 57/2017, of July 19, this tender procedure shall be exempt from the authorization given by Government members responsible for Finances and Public Administration, namely the authorization referred to in paragraph 3 of article 7 of the LTFP; and from obtaining a favourable prior opinion from said Government members, mentioned on paragraph 5 of article 30 of the LTFP, and the recruitment procedure for workers in a requalification position, referred to in article 265 of the LTFP.

4 ? Pursuant to article 13 of the RJEC, the tender selection is composed as follows:

5 ? The place of work is located at the Madeira Chemistry Research Centre, on the premises of the University of Madeira, Penteada University Campus, Funchal, Madeira Island, Portugal.

6 ? The monthly remuneration to be paid is the one set by paragraph 1(a) of Article 15 of Decree-Law No. 57/2016, amended by Law No. 57/2017, of July 19, corresponding to level 33 of the Single Remuneration Table, updated in accordance with Decree-Law No. 10-B/2020, of March 23, and Regulatory Decree No. 11-A/2017, of December 29, i.e. 2.134,73 Euros.

7 ? Any national, foreign and stateless candidate(s) who hold a Doctorate Degree in Chemistry, Biochemistry, Materials or in related fields and who also hold a scientific and professional curriculum whose profile is suited for the activity to be developed, may apply to this tender procedure.

If the doctorate degree has been conferred by a foreign higher education institution, it must comply with the provisions of Decree-Law no. 341/2007, of October12, and all formalities established therein must be fulfilled by the closing date for applications.

Specific admission requirements:

a) Doctorate Degree in Chemistry, Biochemistry, Materials, or in related fields, completed less than 5 years ago;


b) Minimum 2 years of research experience, after Doctorate, in the field of Nanomaterials and/or Natural Products for biomedical applications;


c) Scientific publications in the field of Nanomaterials and/or Natural Products for biomedical applications;

d) Participation in externally funded research projects.

8 ? General requirements for admission to the tender procedure are those defined in article 17 of the LTFP described below. Specific requirements are those defined in the previous paragraph:

a) Be at least 18 years old;

b) Non-inhibition from performing public duties or no prohibition from performing those which he/she intends to fulfil;

c) Physical strength and psychological profile required to perform their duties;

d) Compliance with compulsory vaccination laws.

8.1 ? Candidates are exempted from presenting the documents proving the requirements referred to in paragraph 8(b), (c) and (d) of this notice, provided that they declare in their application, in separate paragraphs, their exact position with regard to each of the requirements.

9 ? Pursuant to article 5 of the RJEC, selection is made through the evaluation of the scientific and curricular background of the candidates.

10 ? The evaluation of the scientific and curricular background focuses on relevance, quality and timeliness of:

a) The scientific, technological, cultural or artistic production of the last five years considered to be most relevant by the candidate;

b) The applied or practice-based research activities developed over the last five years and considered as having the greatest impact by the candidate;

c) The activities of extension and dissemination of scientific and technological knowledge developed during the last five years, namely within the promotion of culture and scientific practices, considered to be of greatest relevance by the candidate;

d) The activities of management of science, technology and innovation programmes, or the experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.

11 ? The five-year period referred to in the preceding paragraph may be extended by the jury, at the request of the candidate, whenever the suspension of scientific activities is reasoned by socially protected grounds like parental leave, serious or protracted illness, and other situations of unavailability for work legally protected.

12 ? Evaluation criteria:

a) Integrated evaluation of the candidate?s scientific output over the last five years:

i) Publications and/or patents with relevant content in the field of Nanomaterials and/or Natural Products for biomedical applications (impact and intrinsic quality of reported results);

ii) Compliance with the specific requirements listed in point 7.

b) Evaluation of the applied or practice-based research activities developed over the last five years and considered as having the greatest impact by the candidate: i) Experience in research on Nanomaterials and/or Natural Products for biomedical applications; ii) Coordination and/or participation in scientific research projects related to the field(s) concerned.

c) Evaluation of outreach activities and dissemination of scientific and technological knowledge, developed over the last five years, namely experience in the management of research laboratories and/or in the provision of services to the exterior, experience in scientific supervision and participation in undergraduate and graduate student evaluation juries; pedagogical experience in university teaching; organisation of scientific events; participation as a speaker at scientific events; participation in science dissemination activities; management positions in scientific dissemination committees.

d) Future research plan.

e) Interview to the candidates.

f) Letters of reference and motivation.

The weight of each of the defined criteria will be as follows:

a) Detailed Curriculum vitae: max. 50 points,

b) Future research plan: max. 35 points,

c) Interview: max. 10 points,

d) Letters of reference and motivation: max. 5 points.

The final classification (CF) shall be determined by the following formula: CF = a) + b) + c) + d).

13 ? The evaluation process includes an interview, following which the members of the jury shall stimulate an open debate on the proposed work plan, its content, originality and innovative nature, integration into ongoing research activities at CQM, motivation and availability for the position, knowledge and professional attitude, interpersonal relationship and communication skills of the candidate.

14 ? The final classification system shall be given based on a scale of 0 to 20.

15 ? The jury shall deliberate by means of a nominal vote based on the selection criteria adopted and published, and abstentions are not allowed.

16 ? Minutes of the meetings of the jury are drawn up, containing a summary of what has taken place in said meetings, as well as the votes cast by each of the members and their reasons; these minutes should be made available to candidates whenever requested.

17 ? After completing the application of the selection criteria, the jury will draw up an ordered list of approved candidates with their classification.

18 ? The final decision of the jury is approved by the head of the institution who is also responsible for deciding on the hiring.

19 ? Formalisation of applications:

19.1 ? Applications are formalized through an official request form, addressed to the President of the Jury, which must include: this notice identification, full name, parents? name, identity card number, tax identification number, date and place of birth, marital status, profession, residence and contact address, including e-mail address and telephone contact.

19.2 ? Applications shall include supporting documents proving the fulfilment of the conditions laid down in items 7 and 8 for admission to this tender procedure, namely:

a) Copy of certificate or diploma;

b) Letter of motivation (1 page);

c) Doctoral thesis;

d) Detailed Curriculum Vitae (with ORCID and CiênciaVitae identifiers), structured according to points 10 and 12;

e) Brief description of the most relevant scientific activities over the last 5 years (max. 2 pages), in accordance with paragraph 2 of art. 5 of the RJEC and paragraph 10 of this notice;

f) Future research plan: original research proposal (maximum 10000 characters) to be developed at the CQM for 3 years in the field of Nanomaterials and/or Natural Products for biomedical applications, with goals to be achieved and expected number of publications/patents to be achieved annually;

g) Other documents relevant to the evaluation of qualifications in the field(s) of work and supporting the CV submitted by the candidate.

19.3 ? The application must be formalised by means of an application request addressed to the President of the Jury, delivered on paper, which may be delivered in person to the Human Resources Unit at Colégio dos Jesuítas, Rua dos Ferreiros, 9000-082, Funchal, or sent by registered post until the deadline for submission of applications.

Candidates must send an expression of interest by e-mail to [email protected] by the closing date for submission of applications.

All the documentation referred to must also be delivered in digital format, duly identified, including the signed documents, which are to be provided in portable format document, also known as PDF, with their signature.

When sent by post, the mail must be registered, with acknowledgement of receipt, sent by the last day of the opening period of the tender procedure, which is set at 10 working days after publication of this Notice.

20 ? Candidates who formalize their application incorrectly or fail to prove the requirements specified in this notice are excluded from admission to the competition. The jury has the power to require any candidate, in case of doubt, to provide documents proving their statements.

21 ? False statements by candidates shall be punished in accordance with the law.

22 ? The list of admitted and excluded candidates as well as the final classification list will be published on the webpages of the Human Resources Unit, http://urh.uma.pt, and the Madeira Chemistry Research Centre, https://cqm.uma.pt. The candidates will be notified by email.

23 ? Preliminary hearing and deadline for the final decision: In accordance with Article 121 of the Administrative Procedure Code, after being notified, candidates have 10 working days to state their case. The final decisions of the jury will be given within 90 days from the deadline for submitting applications.

24 ? This tender procedure is exclusively intended to fill the vacancy indicated, and may be terminated until the final list of candidates is approved. Expires with the occupation of said vacancy.

25 ? This Notice shall be published at the Public Employment Listing (BEP (Bolsa de Emprego Público)), www.bep.gov.pt, on the first working day following its publication in the Diário da República, as well on the websites of the University of Madeira, the Madeira Chemistry Research Centre and the Portuguese National Funding Agency for Science, Research and Technology.

26 ? Candidates must declare in their application letter, on oath, their degree and type of disability and the communication/expression means to be used during the selection process, in accordance with the aforementioned diploma.
