Job summary:

One Post-Doctoral Research Fellowship (BIPD) is available at Departamento de Ambiente e Ordenamento da Universidade de Aveiro (Department of Environment and Planning, University of Aveiro), within the Project entitled ?Demonstration of planning and technology tools for a circular, integrated and symbiotic use of water (Project Ô)?, Grant Agreement No. 776816, financed by the European Union?s Horizon 2020 ? the Framework Programme for Research and Innovation (2014-2020) (Topic: CIRC-02-2016-2017 Industry 2020 in the Circular Economy).



Job description:

1. Scientific area: Environmental planning, environmental management or related areas.

2. Admission requirements (mandatory): Ph.D. degree in Environmental Sciences and Engineering / Environmental Studies / Public Policies / Territory, Land and Public Policies / or equivalent qualification.

Preferential selection factors are:

i. excellent command of the English language, both spoken and written.

ii. strong affinity to the area of water policy, water governance, institutional and water law

iii. knowledge of water resources and planning regulations

iv. strong affinity with co-creation and co-production concepts, as well as with stakeholder mobilization processes;

v. experience with research project management;

vi. proven experience in data analysis, literature review and reporting;

vii. ability to work harmoniously in an international multidisciplinary project and team environment;

viii. enthusiasm, ability to develop high quality work, autonomy, motivation and commitment to the project;

ix. Candidates must meet the legal and fiscal qualifications to provide services / develop activity in Portugal;

x. A decisive condition will be the immediate availability to start the research fellowship.

In addition, the candidate must cumulatively fulfil the following [Article 8 of the current UA Regulation of Scientific Research Fellowships]:

  • Holders of a doctorate degree obtained in the three years prior to the date of application for the fellowship[i];
  • The post-doctoral research will be carried out in a host entity other than the one in which the research work leading to the award of the Ph.D. degree was carried out;
  • The fellowship holder does not exceed, with the celebration of the fellowship contract in question, including possible renewals, an accumulated period of three years in this type of fellowship, followed or interpolated.

Warning: The candidates who do not fulfil the above criteria will be excluded.

Academic degrees obtained abroad require recognition by a Portuguese higher education institution, under the terms of article 25.º of Decree-Law n.º 66/2018, of 16 August, which approves the legal framework for higher education degrees and diplomas recognition awarded by foreign higher education institutions, and point e) of n.º 2 of article 4.º of Decree-Law n. º 60/2018, of 03 August. The formalities defined in those legal documents should be fulfilled until the contract starting date.

3. Eligibility: Applicants must comply with n.º 2 of article 2.º of the Research Fellowship Holder Statute, as in Decree-Law n.º 123/2019, of 28 August, and also the regime established in article 8.º of the Regulation of Scientific Research Fellowships of University of Aveiro.

4. Work Plan: To develop evidence-based knowledge on the governance and legal drivers and barriers for the transition to water circular economy in the perspective of water reuse, taking into account the concept of integrated water resources management. The researcher is expected to analyse data related to the four study demonstration sites (Puglia, Italy; Eilat, Israel; Almendralejo, Spain; Omis, Croatia). Within this overall objective, the researcher is expected to (i) identify in the literature innovative approaches to promote the transition to the circular water economy through innovative regulations and governance approaches; (ii) formulate key drivers for strengthening regulatory and governance approaches for water circular economy; (iii) contribute to the design and implementation of a co-creation process the case study of Almendralejo; (iii) write scientific reports and research articles, and interact with other researchers in the field; (iv) collaborate in the project management task; and (v) provide programming, generated data and supporting literature review as requested, and to perform miscellaneous work-related functions as assigned tasks.

5. Rules and Regulations: Status of the Research Scholar approved by Law No. 40/2004, of August 18, altered by Decree-Law No. 202/2012, of August 27, by Decree-Law No. 233/2012, of October 29, by Law No. 12/2013, of January 29, by Decree-Law No. 89/2013, of July 9, and by Decree-Law No. 123/2019, of August 28; Regulation of Scientific Research Fellowships of University of Aveiro, Regulation n.º 292/2020, published in Diário da República n.º 61, 2.ª Série, of 26 March (http://dre.pt/application/file/a/130722170); Decree-Law n.º 66/2018, of 16 August (Legal regime of recognition of higher education degrees and diplomas awarded by foreign higher education institutions).

6. Working place and supervisor: The work will be developed at the Department of Environment and Planning of the University of Aveiro, under the scientific supervision of Professor Teresa Fidélis.

7. Grant duration: The grant will be for a period of 6 months, with the possibility of renewal until the term date of the project. Expected starting date is 1st July 2021.

8. Monthly maintenance allowance: The monthly allowance is ? 1.646,00, according to the table of values for the grants defined in annex III of Regulation of Scientific Research Fellowships of University of Aveiro. Its payment shall be made monthly by bank transfer. If the fellowship holder wishes to apply to the voluntary social security, the contributions (corresponding to the first level) will be covered by the project.

9. Selection methods: Candidates will be evaluated based on their Curricular Assessment (CA). Only candidates with scores higher than 50% in the CA evaluation will be considered. Additionally, an interview (E) may be conducted if deemed necessary.

The criteria and weighting factors of the CA are: curriculum evaluation (50%), motivation letter (15%), reports and publications (35%). This evaluation is eliminatory.

The interview, if the selection committee considers that the document-based evaluation is not enough to decide, will be conducted by videoconference, to the two best ranked candidates from the CA evaluation.

The final classification (FC) will be the curricular assessment (100%) or the arithmetic average of curricular assessment (50%) and interview (50%)

The Selection Committee reserves the right to not select any candidate if none are deemed adequate (final classification (FC) higher than 50%).

11. Application deadline and process: Applications can be sent from the 21st of May to 10th June, 2021, and will only be accepted if submitted during this period.

11. Communication of results: The results of the final evaluation will be communicated by e-mail within 15 working from application deadline, through the notification of all the candidates. The candidates will be informed, in a prior hearing, under the terms enshrined in the Code of Administrative Procedure, of the draft decision, and may, within 10 working days of this notification, comment on this decision. The candidates may appeal to the Rector about the final results, within 10 working days counting from the respective notification.


[i] Documentary proof of title or degree, or recognition when awarded by foreign higher education institutions, when applicable for the fellowship type, may be waived at the application stage and replaced by declaration of honor of the candidate, and this condition is verified only in the contracting phase of the fellowship. This statement must attest to facts that occurred prior to the application date. In situations of divergence between the information contained in the declaration and the documentation submitted for the purpose of contracting the fellowship, only the information contained in the latter will be considered. If it is found that the documents proving the ownership of the academic degree and diploma, or their recognition under Decree-Law No. 66/2018, of August 16, do not correspond to the ratings given in the assessment of the academic path and may, consequently, change the candidate's ranking, the fellowship contract will not be effective.
