University of Trás-os-Montes e Alto Douro - 1 - By my order, in the use of my own competence, in accordance with the provisions of paragraph d), of No. 1, of Article 92 of Law No. 62/2007 of 10 September and paragraph j), of No. 1, of Article 30 of the UTAD Statutes, approved in Annex to the Normative Order No. 5/2019, published in the Official Gazette, 2nd Series, No. 52, of 14 March, I determined to open an international selection competition for 1 (one) position of Junior Researcher, with a doctoral degree of less than 5 (five) years, for the exercise of activities in the area of research and development. No. 52, of March 14, I have decided to open an international selection competition for 1 (one) position of Junior Researcher, with a PhD degree less than 5 (five) years ago, to carry out research activities in the scientific/disciplinary area of Statistics, under a fixed-term public employment contract for a period of 36 months. No. 2 of article 6 of Decree-Law No. 57/2016, of 29 August, with the alterations made by Law No. 57/2017, of 19 July, that approves the regime for contracting doctorate holders aimed at stimulating scientific and technological employment in all areas of knowledge, henceforth designated as RJEC, with a view to developing research activities in the agricultural sector. 2 - Applicable legislation: Decree-Law no. 57/2016, of 29 August, in the wording given by Law no. 57/2017, of 19 July that approves a doctorate contracting regime destined to stimulate scientific and technological employment in all areas of knowledge (RJEC); Regulatory Decree no. 11-A/2017, of 29 December; General Law of Labour in Public Functions (LTFP), approved in annex to Law no. 35/2014, of 20 June, in its current wording. 3 - In accordance with article 16 of RJEC, the present tender procedure is exempt from the authorization of the members of the Government responsible for the areas of finance and Public Administration, namely that referred to in paragraph 3 of article 7 of LTFP; from obtaining the prior favorable opinion of the members of the Government responsible for the areas of finance and Public Administration, referred to in paragraph 5 of article 30 of LTFP and from the procedure for recruitment of workers in a situation of requalification, referred to in article 265 of LTFP. 4 - In accordance with article 13 of RJEC, the competition jury has the following composition Chairman: Luís Miguel Mendes Ferreira, Associate Professor of the Department of Animal Science of the School of Agricultural and Veterinary Sciences of the University of Trás-os-Montes e Alto Douro. Effective Member: Miguel António Machado Rodrigues, Associate Professor of the Animal Science Department of the School of Agricultural and Veterinary Sciences of the University of Trás-os-Montes e Alto Douro. Effective Member: José Luís Penetra Cerveira Louzada, Assistant Professor with aggregation of the Department of Forestry and Landscape Architecture of the School of Agricultural and Veterinary Sciences of the University of Trás-os-Montes and Alto Douro. Substitute Member: Maria José Félix Saavedra Mocho, Associate Professor with aggregation of the Department of Veterinary Sciences of the School of Agricultural and Veterinary Sciences of the University of Trás-os-Montes e Alto Douro. Substitute Member: Guilhermina Miguel da Silva Marques, Assistant Professor of the Agronomy Department of the School of Agricultural and Veterinary Sciences of the University of Trás-os-Montes e Alto Douro. 5 - Place of work: Universidade de Trás-os-Montes e Alto Douro. 6 - Gross monthly remuneration: 2,134.73 (euro), provided for in paragraph a) of no. 1 of article 15 of RJEC, level A provided for in article 2 of Regulatory Decree no. 11-A/2017, of 29 December, corresponding to level 33 of the single remuneration table, approved by Ordinance no. 1553-C/2008, of 31 December, and conjugated with Decree-Law no. 10-B/2020, of 20 March, which updated the remuneration base and the value of the monthly base salaries of the Public Administration. 7 - Work plan: Experimental design of the tests most appropriate to the situation; Select and execute the most appropriate techniques and methods to model and interpret statistical data, with the purpose of generating relevant information that may result in the presentation and discussion of results, perfectly valid from the scientific point of view. 8 - National, foreign and stateless candidates who hold a PhD in Statistics and a scientific and professional curriculum vitae that reveals a profile that is appropriate for the activity to be developed may apply to the competition. 8.1 - In particular, the following are considered mandatory requirements a) A Doctorate degree of 5 years or less; b) Proven relevant experience in experimental design, analysis and interpretation of biological data, computational statistics; c) Proven experience through publications in scientific journals with international refereeing; d) Proven command of the English language. If the PhD has been conferred by a foreign higher education institution, it must comply with the provisions of Decree-Law no. 341/2007, of 12 October, and any formalities established therein must be fulfilled by the deadline for applications. 8.2- Other requirements not mandatory, but preferential, are a) Proven experience in the use of inferential statistical methods, modelling, classification and exploration of multivariate data; b) Proven experience in the management and analysis of complex and large databases c) Proven experience in graphical modelling; d) Candidates should demonstrate strong motivation to conduct interdisciplinary studies and interest in participating in multidisciplinary research projects framed by the different research areas of CITAB. 9 - The general requirements for admission to the competition are those defined in article 17 of the LTFP and the special requirements are those defined in the previous point. 10 - In accordance with article 5 of RJEC, the selection will be made through the evaluation of the candidates' scientific and curricular background. 11 - The assessment of the scientific and curricular career focuses on relevance, quality and timeliness, according to the following criteria C1) Evaluation of the applicant's scientific activity in the last five years, based on an overview of the merit of his/her scientific and curricular career, namely the coherence and quality of the CV, as well as the diversity and quality of scientific indicators, including articles in international scientific journals with high impact in the area, books and book chapters, internships and complementary academic and/or scientific training, in particular the indicators related to the requirements presented in point 8 of this Announcement. C2) Evaluation of professional activities carried out in the last five years and considered to have the greatest impact by the candidate, in particular those activities related to the requirements presented in point 8 of this Final Tender Protocol. The sub-criteria will be evaluated according to the table below: Valuation C1 Scientific activity (80%) - Articles in speciality journals with indexation and peer review - 40%; - Oral scientific communications - 10%; - Scientific communications in poster - 5%; - Books and book chapters - 5%; - Participation in scientific projects - 10%; - Complementary academic and/or scientific training - 10%. Evaluation C2 Professional activity (20%) - Relevant professional experience - 10%; - Extension and dissemination actions - 10%. 12 - The final classification system of the candidates is expressed on a scale from 0 to 20, being the final classification (CF) determined by the following formula CF= C1 (80%) + C2 (20%). 13 - The jury will deliberate by means of a reasoned roll-call vote in accordance with the adopted and divulged selection criteria; abstentions are not allowed. 14 - Minutes of the jury meetings shall be drawn up containing a summary of what occurred, as well as the votes cast by each member and respective reasoning, and they shall be made available to the candidates whenever requested. 15 - After concluding the application of the selection criteria, the jury shall prepare the ordered list of approved candidates with the respective classification. 16 - The jury's final deliberation is homologated by the institution's top manager who is also responsible for deciding on the hiring. 17 - Formalization of the applications a) Applications are formalized through a request addressed to the Rector of the University of Trás-os-Montes e Alto Douro, containing the identification of this notice, full name, filiation, number and date of the identity card/citizen card/or civil identification number, tax identification number, date and place of birth, marital status, profession, residence and contact address, including email address and telephone contact. b) The application is accompanied by the documents proving the conditions foreseen in items 8 and 9 for admission to this competition, namely: i) Letter of motivation; ii) Copy of the certificate or diploma of the Doctoral degree; iii) Doctoral dissertation; iv) Detailed and structured curriculum vitae in accordance with the items in points 10 and 11; v) Other documents relevant for the evaluation. c) Candidates shall submit their applications and supporting documents electronically, sent to the email address [email protected]. until the last day of the competition's opening period, which is set at 30 days after the publication of this Notice. 18 - Candidates who formalize their application incorrectly or who do not prove the requirements demanded in the present competition are excluded from admission to the competition. The selection board has the right to require any candidate, in case of doubt, to present documents to support his or her statements. 19 - False statements made by the candidates shall be punished in accordance with the law. 20 - The list of admitted and excluded candidates as well as the final ranking list will be posted at UTAD's premises - Human Resources Services (SRH), and published on the website https://www.utad.pt/srh/. Candidates will be notified by email with a receipt. 21 - Prior hearing and deadline for the Final Decision: In accordance with article 121 of the Administrative Procedure Code, after having been notified, the candidates have 10 working days to state their opinion. The jury's final decisions are made within 90 days, counting from the deadline for the presentation of applications. 22 - The present competition is exclusively aimed at filling the indicated vacancy and may be terminated until the homologation of the final ranking list of the candidates and expiring with the respective occupation of the position on offer. 23 - Policy of non-discrimination and equal access: The University of Trás-os-Montes e Alto Douro actively promotes a policy of non-discrimination and equal access, whereby no candidate may be privileged, benefited, prejudiced or deprived of any right or exempted from any duty on the grounds of, namely, ancestry, age, gender, sexual orientation marital status, family situation, economic situation, education, origin or social condition, genetic patrimony, reduced work capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions and union membership. 24 - Under the terms of Decree-law no. 29/2001, of 3 February, the disabled candidate has preference in equal classification, which prevails over any other legal preference.
