1. By the provisions of articles 5.º, 15.º, 15.º-A and 29.º-B in the Career Statutes of Teaching Staff in Higher Polytechnic Education (ECPDESP), approved by Decree-Law No. 185/81, of July 1st, amended by Decree-Law No. 207/2009, of August 31th and by Law No. 7/2010, of May 13th, under the terms and conditions of the Regulation of a Public Procedure for Recruitment of Career Teaching-Staff of the Polytechnic Institute of Porto, Dispatch No. 4807/2011, published in Diário da República, 2nd series, No. 54, of March 17th, and by the applicable legislation and norms, it is hereby made public that, by Dispatch of the President of the School of Health of Polytechnic Institute of Porto (ESS|P.PORTO), in the 26th of april of 2021, in the use of own competence, by the provision of paragraph d) of No.1 of article 15 of School of Health Statutes, according to Dispatch No. 2832/2018, published in Diário da República, 2nd series, No. 55, of March 19th, a documentary job competition is opened for a period of 30 working days, starting from the date of the publication of this notice in Diário da República, to occupy a planned and unoccupied job position on the staff map of the School of Health of Polytechnic Institute of Porto (ESS|P.PORTO), in the career of teaching staff in higher polytechnic education, in the category of Adjunct Professor, Orthoptics technical-scientific area, according to the contract of work in public functions of indefinite duration. 2. Workplace - ESS| P. PORTO, located at Rua Dr. António Bernardino de Almeida, 400, 4200-072, Porto. 3. Number of jobs to be occupied - 1 (one). 4. Modality of the legal relationship of employment to be constituted - Employment Contract in Public Functions for an Indefinite Period, pursuant to Article 10b of Decree-Law No.185/81 of July 1, as amended by Decree-Law No. 207/2009 of August 31 and Law No. 7/2010 of May 13, which approved the Career Statute of Polytechnic Higher Education Teaching Staff (ECPDESP). 5. Functional characterisation of the category - The adjunct professor is responsible for developing the functions contained in Article 3(4) of the ECPDESP. 6. Scope of recruitment - The cumulative requirements for admission to the competition are: a) To be the holder of the requirements set out in points b) a e) of Article 17(1) of the General Law of Work in Public Functions (LTFP), approved by Law No. 35/2014 of June 20, with appropriate updates; b) Hold the degree of doctor or the title of specialist, pursuant to Decree-Law No. 206/2009, of August 31, in the area or area in order of that for which this competition is opened, as required by Article 17 of the ECPDESP. For the purposes of this competition, related areas are those in which the candidate's doctoral thesis represents a relevant contribution in the area to which the competition is opened; (c) Opponents of the competition with qualifications obtained abroad must prove the recognition, equivalence, or registration of the doctor's degree in accordance with the applicable legislation; d) The fulfillment of the requirements contained in the Career Statute of the Teaching Staff of Polytechnic Higher Education, in its current writing, and the requirements of the Rules of Procedure for the Hiring of Teaching Career Personnel of P. PORTO, approved by Order No. 4807/2011, published in the Diário da República, 2nd grade, no. 54, of March 17, 2011. 7. The expiry date of the competition: 7.1 The competition is valid for the post referred to, lapsing with its occupation or non-existence or insufficiency of candidates. 7.2 The call for tenders may also cease by duly reasoned act of the President of the IPP, respecting the general principles of administrative activity, as well as the legal and regulatory limits. 8. Formalization of application: 8.1 Applications are submitted electronically through the website: https://www.ess.ipp.pt/candidaturas 8.2 They must be submitted with the application: (a) electronic application form for the concursal procedure; b) A copy of the curriculum vitae, organized according to the selection and seriality criteria described in paragraph 9 of this Notice; c) Proof and/or copies of each element mentioned in the curriculum vitae, organized according to the selection and serialization criteria described in paragraph 9 of this Notice; d) Documents proving that the applicant meets the requirements referred to in point (b) of paragraph 6 of this Notice; (e) copy of the identity card/citizen card. 8.3 Without prejudice to the provisions of point vii) of paragraph j) of article 13 of the Regulation for Competitions for Hiring Teaching Career Staff at the Polytechnic Institute of Porto (RCCPCD), the non-presentation by the candidate of probative documents related to the curriculum vitae, as well as the non-organization of the curriculum vitae in accordance with the provisions of paragraph b) of nº 8.2, determine the non-appreciation of these curricular elements. 8.4 Applicants serving in the ESS| P. PORTO are exempted from the presentation of documents that already exist in their individual processes (it is considered the responsibility of the applicant to confirm that documents are in his individual file), and the fact must be expressly stated on the application form. 8.5 The documents submitted must be in Portuguese or English or, exceptionally, in another foreign language, and the Jury may, by resolution, require the translation of them. 8.6 Applications sent by email are not accepted. 8.7 Without prejudice to the obligation to send the elements stipulated in the preceding issues, the Jury may request the candidates, exceptionally, to submit additional documentation related to the curriculum presented. 8.8 The exception referred to in paragraph 8.7 does not replace the provisions of paragraphs 8.1, 8.2 and 8.3, with only the purpose, in a point of view, to clarify any doubts raised by the Jury. 9. Selection and serialization criteria: The selection and seriation criteria and their weighting refer to the general functions of teachers, provided for in Article 2a of the ECPDESP. 9.1 The approval of candidates on absolute merit will depend on whether they hold the doctor's degree or the title of specialist, pursuant to Decree-Law No. 206/2009 of August 31, in the area or area related to that for which this competition is opened, according to the precept of Article 17 of the ECPDESP, and for the purposes of this contest, related areas are those in which the doctoral thesis of the candidate represents a relevant contribution in the area to which the competition is opened; and have a curriculum whose merit the jury understands to have scientific and pedagogical level, investigative capacity and activity developed compatible with the disciplinary area and category for which the contest is opened. 9.2 The candidate approved on absolute merit shall be approved by an absolute majority of the voting jury members, in which the vote shall be in favor whenever the member of the jury has awarded a score equal to or greater than 50, based on the detail of the selection and seriality criteria. 9.3 Candidates approved on absolute merit will be ordered based on the scores obtained according to the detail of the selection and serialization criteria. 9.4 The dimensions of the selection and seriality criteria are as follows: a) Pedagogical Dimension - 40% b) Technical-Scientific and Professional Dimension- 40% c)Dimension of Other Activities Relevant to the Institution -20% 9.5 Pedagogical Dimension Parameters (40%): 9.5.1 Experience dedicated to teaching in the area for which the competition is opened (30%): Relevant experience for the area for which the competition was opened as a teacher in full-time or equivalent higher education; Teaching of Curricular Units framed in Cycles of Studies in the area for which the competition was opened, in Higher Education. Teaching of Curricular Units framed in Cycles of Studies in 2nd or 3rd cycles in Higher Education. 9.5.2 Preparation of teaching materials (30%): Publication of texts supporting learning in the area for which the competition is opened; Texts of a didactic-pedagogical nature or digital materials that read all or part of the contents of a curricular unit/course. 9.5.3 Pedagogical and technical training for teaching activity in higher education in the area for which the competition is opened and participation in other relevant pedagogical activities (40%): Training course in pedagogy, education or health area that is relevant to the teaching-learning process in the area for which the competition is opened; Participation in continuing training through courses and other training actions and / or pedagogical or technical-professional updating, not lecturers. ; other pedagogical activities relevant to the higher education institution. 9.6 Parameters of the Technical and Scientific and Professional Dimension (40%) 9.6.1 Academic qualification (40%): Degree in Cardiopneumology; Master's degree with dissertation theme with relevance in the area for which the contest is opened; Other Bachelor's and/or Master degrees, or aggregation, or equivalent; Access qualification: Doctor degree with dissertation theme with relevance to the area for which is opened the contest or title of specialist in the area for which the contest is opened. 9.6.2 Scientific production (15%): Author or co-author of scientific articles in a journal that integrates one of the indexes of the Web of Science Core Collection ? Clarivate Analytics and that has An Impact Factor; Author or co-author of scientific articles in other journals with scientific arbitration; Author or co-author of books, full chapters in technical-scientific books or full chapters in minutes of congresses; Author or co-author of abstracts in minutes of congresses or abstracts published in indexed or peer reviewed journals. 9.6.3 Relevant professional experience (10%): Professional experience relevant in the professional area for which the competition was opened. Not cumulative with Teaching experience. 9.6.4 Dynamization, intervention and recognition in technical and scientific activities (15%): Participation in funded research projects resulting from competition and/or obtaining research grants; Integrated member of FCT-accredited R&D centre; Reviewer/editor of scientific articles in journals that integrate one of the indexes of the Web of Science Core Collection ? Clarivate Analytics and that has An Impact Factor; Member of the editorial/scientific board of a journal that is part of one of the indexes of the Web of Science Core Collection ? Clarivate Analytics and that has An Impact Factor; Trainer in a brief course of scientific or technical scope, not integrated in the cycle of studies conferring grade; Member of scientific committees of national or international technical-scientific events; Author or co-author of oral or poster communication, in national or international congress, academic or professional; Author or co-author of works that have received scientific prize; Moderation of sessions in national or international technical-scientific events. 9.6.5 Scientific guidance and participation in academic evidence juries (20%) Guidance or co-orientation of completed doctoral theses; Orientation or co-orientation of Dissertation / Project / Final Report of Masters Internship completed; Guidance or co-orientation of completed undergraduate projects; Participation in jury of academic doctoral tests; Participation in jury of academic master's exams; Participation in jury of undergraduate projects; Participation in jury of evidence of title of specialist. 9.7 Parameters of the Dimension of Other Activities Relevant to the Institution (20%) 9.7.1 Top and intermediate management in statutory organic structures in higher education (20%): President/Vice-President, Coordinator/Vice-Coordinator or Director/Deputy Director of Department, Technical-Scientific Area, Research Center and/or Other Statutory Organic Structure in Higher Education; Coordinator/deputy coordinator of the cycle of studies in higher education; Member of statutory organic structures in higher education; Performance of management positions or activities in public or private institutions; Regency or choreography of Curricular Units framed in Cycles of Studies in the area for which the competition was opened, in Higher Education; Participation in internal or external institutional committees in a Higher Education Institution, derived from statutory bodies. 9.7.2 Member of competition juries, event organization and other relevant activities (80%): Member of recruitment jury in the area or related areas for which the competition is opened, in public entities; Member of juries for the recruitment of non-teaching staff or scientific research fellows; Member of the organizing committee of congresses, seminars, short courses or other technical-scientific and pedagogical events; Other organizational activities relevant to the Higher Education Institution. 9.8 The Jury may hold public hearings, on an equal basis for all candidates, in accordance with Article 23(b) of the ECPDESP. 9.9 The detail of the selection and seriality criteria can be found at: www.ess.ipp.pt/ess/recrutamento/concursos-docentes/concursos-docentes and is an integral part of this Notice. 10. The final classification awarded individually by each element of the Jury will be obtained through the following formula: NFEJ = 0.40AP+0.4ATCP+0,2*AO, in which NFEJ corresponds to the final score of the jury element; AP = Sum of the scores attributed to the candidate in the component related to the Pedagogical Activity, ATCP = sum of the scores attributed to the candidate in the component referring to the Technical and Scientific and Professional Activity; AO = sum of the scores assigned to the candidate in the component related to the Organizational Activity. 11. In accordance with article 20(3) of the Competition Regulations for the Hiring of Teaching Career Staff of the Polytechnic Institute of Porto, teachers in the exercise of management positions in their organic units/institute and exempt from educational functions by the application of legal or statutory regulations or by determination of the competent bodies should not be harmed in the application of the grid in the dimension referred to in paragraph 9. 5 of this notice. 12. Participation of interested parties and decision: 12.1The draft final order shall be notified to the candidates, for the purpose of holding the hearing of the persons concerned, in accordance with Articles 121 et following of the Code of Administrative Procedure, applying, with appropriate adaptations, the provisions of Article 25 of the Regulation. 12.2 Held the hearing of the interested parties, the Jury classifies the allegations offered and approves the list of final ordination of the candidates. 12.3 Prior hearing - If any of the candidates are excluded for not complying with the legal requirements and at the end of the evaluation made, the prior hearing shall be held in accordance with articles 121 and 122 of the Code of Administrative Procedure. 12.4 Consultation of the case - The documents relating to the call for tenders can be found in https://www.ess.ipp.pt/ess/recrutamento/concursos-docentes/concursos-docentes, as well as in the Secretariat of the ESS Presidency| P. PORTO, during normal office hours. 13. The minutes of the jury are provided to the candidates whenever requested. 14. False statements will be punished under the law. 15.
